Inspired by its vision, TK’s Programming Strategy 1 to achieve its environmental mission and goal is to leverage its developmental legal expertise and with allies employ a holistic and ecosystems2  approach in the following:

  1. Natural Resource Management Capacity Building 
  2. Environmental Law Enforcement 
  3. Constituency Building and Institutional Development 
  4. Direct Legal Services
  5. Public Environmental Legal Education and Media Advocacy
  6. Policy Reform and Advocacy
  7. Networking and Membership Development

These programming strategies are carried out through long-term and short-term projects and specific activities guided by 5-Year Strategic Plans with annual work plans.3  

  1. Natural Resource Management Capacity Building (NRMCB).   The current flagship effort of the NRMCB programming strategy is through establishment of Institutes of Environmental Governance (IEGs). Other capacity building topics and efforts include: Environmental Law Enforcement Trainings, Environmental Paralegal Trainings, Empowering Dispute Resolution, internships, volunteers, etc.
  2. Environmental Law Enforcement (ELE).  TK supports law enforcement by assisting in the formation of multi-sectoral environmental law enforcement task forces, extending legal and organizational support and participating in the actual conduct of law enforcement operations in forest, coastal and marine environment.
  3. Constituency Building and Institutional Development (CBID). This focuses on developing, gathering, organizing and capacitating communities or group constituents based on a common environmental objective or issue. TK capacitates local community leaders and area-based NGOs to negotiate on environmental issues and assists communities in assessing and responding to internal struggles and weaknesses using Empowering Dispute Management Processes (EDMP).  It also assists mandated bodies such as Protected Area Management Boards (PAMBs) and Fisheries Aquatic Resources Management Councils (FARMCs) to ensure democratic interaction among stakeholders at various spheres of engagement. 
  4. Direct Legal Services (DLS).  TK provides direct legal services in consultations and representation in administrative and judicial cases pertaining to environmental law.  These services are extended to local communities, LGUs and DENR field personnel harassed or faced with SLAPP (Strategic Legal Action against Public Participation) suits.  The acceptance of cases depends on the gravity of the issues and their impact on policy and jurisprudence.  TK also collaborates with public prosecutors and like-minded legal practitioners for the litigation of environmental violations.
  5. Public Environmental Legal Education and Media Advocacy (PELEMA).  The current flagship effort of this programming strategy is around Mainstreaming Environmental Information Education and Communication (MEIEC) to keep the public informed of environmental issues and resolutions.  It includes the production of radio-television programs, constituency building for media practitioners, network development, and production of documentaries. TK also publishes information materials on environmental laws to instill awareness and transfer skills to enable local communities to promote and protect their interests in the environment.  The organization also gives lectures on different environmental law topics to various audiences.
  6. Policy Reform and Advocacy (PRA).  TK is deeply involved in advocating the enactment of national and local laws and policies promoting environmental rights, good governance and conservation.  The institution significantly contributed in the passage of the new Rules on Environmental Impact Assessment (EIA), the refinement of the Clean Air Act, the crafting of the Implementing Rules and Regulations of the Clean Water Act and the Renewable Energy Act, and the formulation of several protected area bills and laws.  Local policy intervention includes assisting communities, local groups and LGUs in drafting ordinances, resolution and management policies. 
  7. Networking and Membership Development (NMD).  Aware of the challenging tasks provided by its mandate, TK spearheads, develops, facilitates and participates in networks consistent with its organizational values and objectives.  It is likewise a membership organization on its own and strives to develop this internal constituency for the same purpose. 

1 Programming Strategy refers to the organization’s developmental, long-term and integrated way of effecting genuine and sustainable change to achieve the organizational objectives.

2 TK shall primarily focus on the following ecosystems: a) Terrestrial/Upland, b) Coastal and Marine, c) Wetlands. The ideal holistic approach is alternatively referred to as Taga-Ilog, Integrated Ecosystems or Ridge to Reef approach, mindful of the inter connectedness of ecosystems and impacts of human interventions on natural resources, including flora and fauna, and the environment, from upland/terrestrial areas, to agricultural and urban zones, and down to the coastal and marine areas and on communities living or dependent therein. (The current sites of implementation using this holistic approach are MBSCPL to Tayabas Bay, TVPL and Lake Buhi.) Due to logistical limitations and political realities however, TK also operates in specific locations or ecosystem/s such as protected areas, watersheds, bays and gulfs. (Sites of implementation for specific location/ecosystem are the Taguibo Watershed, Northern Sierra Madre Natural Park, Lingayen Gulf, and Seven Lakes.)

3 TK carries out long and short-term projects with specific time-based environmental management and conservation objectives, together with international and local partners and institutions. Long term special projects have wide-ranging goals and major areas of impact guided by its programming strategies. Short term projects are limited in scope and objectives with immediate outcome or results. TK’s organizational structure will be fashioned and adjusted occasionally to achieve maximum efficiency and impact.
